The Niigata Annex of the Northern Culture Museum, originally constructed in 1895 (Meiji 28), served as a private villa for Tsunasaku Shimizu of Nagaoka, who amassed a vast fortune through the excavation of the Nishiyama oil field in Amase, Izumozaki Town.


Following Shimizu's passing, the property was acquired in the late Meiji period by the sixth-generation Bunkechi Ito, who established it as his Niigata villa (Niigata retreat).


Adding to its historical charm, the garden features a poetry monument inscribed with verses by Akikusa Dojin (Yaichi Aizu), a renowned figure in Japanese literature.
